...Dear god, I'm trying to make Golbez being a summoner make sense.
If you think about it, it kinda works. He does summon once that you see (the Shadow Dragon), it's possible he could have summoned at other points that just weren't shown, and (this is the one you really have to think about) - what are summoners proficient in besides summoning? No, not being sexy and running around in revealing clothing, even if they do that too - they're extremely proficient in magic. Black magic, to be exact. Some have the ability to use white magic while they're still young, most - if not all - probably have the potential to use white magic before they grow up (Theodor trying to learn Cure, anyone?...) and even taking into account his Lunarian heritage, which makes him a natural mage in the first place, Golbez is damn powerful. I'd even go so far as to say his power exceeds that of a full-blooded Lunarian such as Kluya or Fusoya. (Also, it's slightly suspicious that he's only capable of black magic, with that ancestry - the Lunarians are proficient in all magic, yes? Although I suppose you could blame that on Zemus' influence and the fact that Cecil seems to have all the white magic potential (what little of it there is between them, aheh) and yeah, that's detrimental to my theory, so let's just leave that one alone, yes?)
And then you also have to take into account where the Hallowed Father of the Eidolons (erm, sorry, I appear to be channeling Leviathan from After Years) himself, Bahamut, lives...

He lives on the freakin' moon, where else? To be exact, it's the Red Moon.
And where do Lunarians come from?
